Blender 2.79 can run quite decently on a potato.I did some models on a 4GB RAM i3 laptop with it and it was completely alright and you can find machines like that in the fucking trash or on the curb.ZBrush runs quite okay on older machines too but for SP you want something decent.If you're really on a tight budget and want the BEST you can get for your work you literally have no other choice than having someone who knows shit pick GOOD but cheap second hand parts and slap them together. That's the beauty of a desktop PC over a laptop. You can just pick parts and build yourself a good one for a good price (I'd say around 300 bucks are realistic for something with 8GB or even 16GB RAM, if you get your HDD for 10 bucks used or even for free from relatives or buddies, a case from the scrapper, mouse and keyboard also for 15bucks each or just from some other pc you still had)

Imo you need at least a 1070 for substance painter. Less than that and you get vr ram messages. The 970 also had a thing where vr ram wouldn't behave like it should and only use 2 gigs a time or something.

The 970 has, in practice, less than the advertised 4 GB of VRAM. Avoid it.
