Can anyone recommend an animation app? I have a model with a rig, I just don't want to use blender to animate. Free is good but my budget is $200

Pirate Max, Maya, Cinema4D and see if you're more comfortable with any of them than Blender. As far as I know there isn't really a "SketchUp but for animation" tool aimed at beginners, unless you count Source Filmmaker or some obscure Japanese shit.
