maybe. western animated content for non-kids has always been a bit of a pipe dream, but you've got platforms like netflix and amazon who probably have enough of an audience for this stuff to be able to fund that stuff. but it depends entirely on those platform holders, no one else is going to to do it, otherwise we would have had this shit sine the animatrix happened.

Are you delusional? These episodes are made by the likes of Blur and Sony Imageworks. If you have a great series pitch, write a script for the pilot and try to pitch it as a writer. However the production needs to be overseen by an actual studio, not some kid on /3/. You're talking millions of dollars per episode, dozens of artists, voice actors, management and support staff, etc

From the ridiculous to the sublime is but a step. Apparently a model like pic related would cost $1200 (>>682757), so $120k for a hundred counting inanimate props and environments. Motion capture is getting cheaper by the day, but let's say $500k for a 20-minute episode including rigging, staging and performers. Still well under a mil. What else do I need?

the animation level is still at the same level or fractionally better than FF:the spirits within and that movie is over 10 years old, which is quite sad really.

The fact that animation on par with Spirits Within can be made with 1/100th the number of people at 1/100th the cost (after adjusting for inflation) is what you should be focusing on.
