It depends, some suites like for example 3ds max always ran the viewport smooth using regular gaming cards in directX or OpenGL. But maya was a high maintenance bitch who wanted you to buy her dedicated (and very expensive) workstation cards in order to perform well.

Not sure how it stands nowdays in that regard. But basically if you wanted to run maya well back in the day you would've needed a ~$1000 videocard.

Dunno. Viewport performance does about as well as expected, only really starts to struggle around 3-5m verts. Even when using low-poly instanced objects. Navigating the viewport is fine, but going into edit mode, or doing anything that needs processing takes a while.
When rendering that's where it really struggles as it has to cache BVH and do all sorts of other things, even on scenes with only camera movement. It's a lot of down time doing what seems like nothing, and it rebuilds the shit every frame, despite nothing changing.
Just one of those things I guess, I just wish it was more performant.

Rigging/Skinning? Blender can't hold a candle to Maya when it comes to that. Sculpting and painting maybe? I use Zbrush for that. Animation? Again, Maya pulls ahead. Rendering? Again, RenderMan for Maya got me covered. Cloth? MarvelousDesigner. Dynamics, sims and effects? Houdini humbles them all.
Compositing? I have licenses for NUKE and Fusion.

Simulations ran fast as hell if you did them in ICE, but still they lack some tools compared to houdini since XSI was mostly for animation, rigging and camera mapping traditionally.
The mentalray implementation was real good in the sense that the render tree was 100% integrated with it, although when I was working with XSI we used mostly 3delight which IIRC you can no longer get since they became some faggy cloud renderer.
