Realistically speaking is there any software encroaching on Maya's rigging and animation capabilities? Rigging especially has much room for improvement and could probably use its own dedicated software.

The only way a piece of software could compete is if it had a complete rewrite of its rigging and animation system.Blender has the "Animation 2020" project which is basically a node-based rigging rewrite. I doubt we will see it before 2021, but they have it planned at least.Houdini is closest to Maya right now, and they have their sights on character animation. However they will also need a rewrite. I expect they will create a RIG context, but the earliest it could happen would be Houdini 19, since Houdini 18 will focus on LOPs.
