It didn't take 13 years to develop.
13 years was the difference in numbered titles. There were a bunch of other games in between those times. While they might have been for other platforms, they still "counted" as decently sized games, just not a numbered title. They're not really spin-offs or anything, just not KH3,4,5,6,7. They're about the same in content as any of the other titles really.

KH3 probably only took a few years at most. Probably should have had a few more to be honest.
It has less in it than even the handheld titles. Or at least it feels that way.

Not that anon, but I think the best course of action would be a combo between a console/stream. I think that's what different companies are trying now.
Have part of the hardware on the user's side do some of the work, then stream data like levels/textures and shit like that. I think there's some cloud computing nonsense involved as well, which OnLive didn't have. At least not in the same sense as nowadays. That sort of thing should eliminate input lag for the most part since the game is still being run on the user's side.

I think the general consensus all around though is straight streaming video isn't going to work. Which is why there's so much going on about different solutions to the problem of streaming shit like this. I do think though that big $$$ companies like Microsoft and the like have the budget and resources to tackle it in a way that shit like OnLive just couldn't compete with.

I don't like the idea of streaming games any more than you do, but it's the future that those companies want to try out. If it fails, it's their problem. At the end of the day, it's not like you have to stream the games on your PC.
