How to I rig an armature to the mesh? I've looked it up online but nothing seems to work and the bones still move without the mesh following.

Also, how do I apply textures to the mesh after importing it as an fbx file? I have a bunch of tga files in the folder with the fbx file but don't know how to make them appear in blender.
