But for real, this is just typical Apple. They love the sense of empowerment that comes with their own gated community. This is pretty par on the course with what they've been planning. Migration to their own set of CPUs (dropping Intel support), further locking out Nvidia GPUs, I bet they're gonna drop AMD too once their GPU tech is good enough. It's quite the massive risk honestly, many things could go wrong and consumers could just drop Apple entirely with their "we are the only good tech for you" mentality. But they've grown such a fanbase that it'd probably work out for them, even if it's detrimental to the consumer.

The actual performance of any applel CPUs is completely irrelevant. They're a marketing company so spin is more important than results.
For example they could licence architecture from jewtel and ayyymd, completely disable speculative execution, and then sell it as being "immune to spectre-class vulnerabilities". It's kind of like taking the turbo off an engine and saying that it's now immune to turbo-lag. Technically correct but you cripple the engine in the process of doing it.

And that's where you're right. Apple doesn't give a shit about real, raw performance. They've always stuck to the trend of really really average hardware performance. So the performance of phone chips is perfectly acceptable for their standards.
Given their estimate to phase out Intel reliance by 2020, their relatively young-and-still-susceptible-to-Moore's-law R&D (inb4 ree moore's is fake and gay), and the fact that they can and have been hiring engineers from those big boys, it's really not that low a possibility.

The keywords are "pure performance". You put an A11 next to a mobile i5, compare their synthetic performance (not real world), and the A11 does edge just slightly further ahead than the i5. Real world is obviously a completely different scenario. A phone processor obviously can't render a video edit the same way a desktop processor can. The architecture just doesn't allow for it. It's just an example to show that Apple does have the potential.
And no, not an Apple fanboy. I loathe everything that they're trying to do currently. Locking users into a proprietary ecosystem is dumb, and annoying especially for the consumers. But I try to stay as objective as I can rather than hopping onto bandwagons blindly :)

Desktop chips are big due to the many instruction set extensions mobile doesn't have and support for managing PCI-e devices. What dioes 'raw performance' even mean?
