So, I've just started out with 3d (using blender), and my renders are coming out like pic related. Am I using too low a sample rate, or does cycles just render like this?

Increase the samples. Lights will always cause that shit unless you crank it up to 5000 or more.
Also light up the rest of the area too, because your render looks goofy without any light sources whatsoever. It's night, its not a void.
