Substance Painter still has problems with UV seams, it seems. I can bake a normal map in Max and UV seams will not be visible but bake it in Substance and they still out like a sore thumb.

Change your brush alignment from Tangent Wrap to Camera, or set you texture to Triplanar Project and use a layer mask to control your placement.
