How do I achieve these wrinkles on MD?

If I try to make something like this, the wrinkles would just fall to the bottom of the mesh (the wrinkles would be only on the ankles), but I'm trying to add wrinkles all over my leggings like this

If they fall down probably your cloth is too loose, fix it. When you simulate you can drag cloth during simulation and create wrinkles by yourself. Also try playing with phisical properties.
