I can't figure out skin weighting in 3dsMax. I used the new heat map tool which helps but There's still a lot to be desired from the end result I'm watching videos on youtube of people doing it and it's still just not working out. It feels so haphazard randomly selecting vertices and assigning weights. I thought maybe using the vertex painting tool would be better but it controls like complete dogshit and I hate it. I've been working on weighting vertexes for hours and I'm still getting shitty results. What the hell am I doing wrong? Does anyone have advice for figuring this shit out?

Use weight table. Weight painting sucks in all autodesk software. In maya, you can have ngSkintools, but in max you're lost. You could weight in maya and then fbx back to max to rig, but i reckon it'd be quicker to manually set weights.

Use extreme poses, work on one side and mirror. Good luck!
