Complexity-wise it doesn’t seem like much - extrude some boxes in program of choice, fuck its shit up in ZBrush, and then throw on some generators and grunge in Painter.

The mesh is fairly simple to make, ultimately it's the texturing that should make this look really good - decent bump and gloss maps, maybe some AO here and there.
