What's the going rate for someone doing decent 3D? Is it by the hour usually?

I'm looking for someone who would be willing to do 3D for some videos. Here's the look stylistically for something I'd want CG in:

Also, how big of a project would it be to create a scene overlooking a small section of a cyberpunk type of city? I'm willing to talk seriously about paying for a project.
