Why this edges wont connect? Bridge nor cap poly is working

I think that you could also CAP both holes and then when they're selected as polygons you can bridge them.

It’s impossible to connect a polygon to the backface of a surface, the top edge you have selected is essentially the rear side of the two faces to the top and left, so to do what you want you have to detach the arched section and then cap the base.

After that you can turn the arched bit into a shell (assuming you were going to do that), and figure out how to connect it back up afterwards, if you want to.
