By "fractals" you really need "procedural generators". Recently I came across this tool:

It generates Doom maps of surprising quality. It's written in Lua and C++ and you should study it.

It generates an almost infinite amout of maps of this quality and also monster placement, red, bue, yellow door and key placements, munitions and weapons taking into account the kind of mosters in every area and so on.
