As said above, bad rigging/weightpainting. There's a common practice of adding more vertex loops around shoulders/knees/elbows/any bending parts in order to be able to distribute bone weights properly. Perhaps your model could use an extra loop, or two.

You don't need blendshapes for mid poly shoulders if you actually understand rigging and posing
