What are some "cheap" builds for render farms. I primarily use Blender cycles and Daz with Iray.

Seeing as how those are all about CUDA cores, should I just stack as many 980s or titans as I can?

Start a new build with dual 12 core opterons?

OP, have you looked into cloud based CPU rendering for Blender?

I'm too lazy to link you the thread directly but there's a thread on blenderartists forum detailing a plugin that works with Amazon cloud and lets you look at the spot price for CPU computing at any given time.

980 at home, 950m on laptop.
